Board

Regency Estates Civic Association is governed by an elected Board comprising eleven residents. Members of the Board are elected for two-year terms at the Association’s Annual Meeting. A ‘*’ indicates their term expires at the next Annual Meeting. The current Board members and officers are below:

Rick Chen*

President

Rick moved to Regency Estates in 2016 and joined the RECA board in 2017. In 2019, he was elected as RECA Vice President before becoming President in 2023. He is a development and communications professional who has worked in the nonprofit sector for over 15 years, with particular experience in healthcare. Rick has used his editorial expertise and design eye to enhance RECA’s Regency Record newsletter and other communication channels to bring the community closer. In his spare time he enjoys playing badminton and exploring new music on vinyl.

Jan Peterson*

Vice President

Jan was elected to the RECA Board in 2004. For several years, he was responsible for the composition and editing of RECA’s Regency Record printed newsletter prior to its digital transition. A longtime Regency Estates resident since 1993, Jan has also served as Beverly Farms Elementary PTA treasurer and Regency Estates Swim Club bookkeeper and database manager. Jan recently retired from a satisfying career in medical research, having moved from the lab to managing and directing clinical trials for drugs and medical devices, and later as a regulatory affairs director at a Rockville contract research organization. Photography and swimming now bring him more enjoyment along with neighborhood activities.

Jerry Garson*

Treasurer

Jerry is a Certified Public Accountant and has served as the RECA Treasurer since its reactivation. He is also one of the founding members of the Seven Locks Civic Association, which has been active in recommending improvements to the Seven Locks Road infrastructure. In addition, Jerry is President of the Montgomery County Board of Elections and Democratic Chair of Precinct 4-12, which covers the RECA area.

Steve Chojna*

Secretary

Steve has lived in Regency Estates since 2002 and has served as the RECA Secretary since 2008. Steve is a consultant in the financial services arena, concentrating on mortgage, banking and related areas.

Albert Belsky

Al along with his wife and two boys, moved to Regency Estates in 1989. He is retired, having spent 38 years at the Department of Labor. He has volunteered with the PTA over the years while his children attended school and has served on the audit committee, auditing RECA’s past financial reports

Marjorie Bender

Marjorie moved to Regency Estates from Columbus, Ohio in 2006. In Ohio she was a visual arts teacher and studio artist for almost 40 years. She is interested in keeping Regency Estates environmentally friendly and engages students from St. Andrews to help with cleaning up the creek and environs.

Bill Wydro*

Bill has lived in Regency Estates since 1985. He was the first RECA Secretary after reactivation. Bill is a retired MCPS teacher. He is responsible for monitoring road improvements, including those on Seven Locks Road and has been one of the primary participants in monitoring and commenting on planned construction project that could have an impact on the RECA community.

David King

David and his family have lived in Regency Estates since 2005. David is an attorney who works in government contracting for an IT consulting firm in the Federal sector. He is an active member of the Beverly Farms Elementary School PTA and has two children that will attend that school.

Glenn Lesak*

Glenn served in the Peace Corps for over four years in Cameroon and then worked for the AFL-CIO as the Regional and Country Director in several African countries before becoming Senior Program Officer, Africa at the AFL-CIO headquarters in 1998. When Glenn retired from the AFL-CIO on 2007, he became the Project Director of a US Dept. of Labor/Save the Children anti-child labor program in the Democratic Republic of Congo.

Glenn and his family moved into Regency Estates in 1998. He enjoys enjoys his vegetable garden, walking his dog, and performs periodic consultancy work in Africa. Glenn served as a Montgomery County Election judge in the 2014 primary and general elections and is a Meals-On-Wheels driver.

Don Carney

Don was appointed to the RECA Board in March 2023 to fill a vacancy. Don has lived in Regency Estates since 2002.  He is interested in local transportation and quality of life issues.  Don served overseas in the US Navy and is now an in-house legal counsel for a government contractor.  He enjoys his garden and biking in and around Regency Estates.

Peter Stockschlaeder

Peter joined the board in 2023, and has lived in Regency since 2007 with his wife and two kids.  He has previously served in other roles in the area. These include two years on the Regency Estates Swim Club board, four years in various roles on the Hoover Middle School PTA board and three years as the MCCPTA delegate.  His main interests on the RECA board thus coincide with enhancing the relationships we have with these two main influences on our community.  Currently, he works for a federal government contractor as an IT Systems Administrator and Project Manager in Rockville.
